Why sacrifice necessary

in response to reader comment: "Why can't God forgive sin without the need for a sacrifice?"

The simple question "why can't God simply forgive being all powerful? Why not simply punish those who do not repent and forgive those who do?"

The answer given was not clear, straight forward only repeated verses that required a death, shedding blood? A better answer is needed.
