I myself arn a scholar but i have learnt from one,

You do not need permission to go to jihad. When jihad becomes fardh, you must go forth without the need of getting permission from someone.

Jihad is not optional, when a muslim is suffering, it is obligatory for every muslim to go to his/her aid. Like our beloved prophet (peace be upon him) said:

"The muslim ummah is like a body, if one part of the body is hurt, then the rest of the body goes to it's aid". Thats how we should be. We cannot ignore the cries of our brothers and sisters, we must go to their aid and save them from the oppressers, tyrant rulers and enemies.
"Time is changing, but that doesn't mean Islam has to"

I heard from a scholar on a lecture tape, regarding jihad, he said: "the prophet (peace be upon him) said; until the day of qiyamah, a small portion of my ummah will wage jihad against the enemy (oppresseers/tyrant rulers etc)"

However remember this: there are many evil scholars out there who are willing to sell Islam for cash to the governments, this is a sign of qiyamah and every believer should be aware of this, the evil scholars are able to give misguidance.
