It seems that the answer is "no-one". It reminds me of the ivory tower Marxists who were ... all those "China experts" of the 60's carefully analysing and expounding on the ludicrous fiction being produced by China's propaganda bureaucracy about the thoughts of Mao. They endlessly got everything wrong, but they were tenured, and in their hiring practises they established closed dynasties of Marxists to spout further nonsense at taxpayers' expense.
