Why would law enforcement think that al-faqra is responsible. The 80s were years of massive turmoil for the Indian people, within themselves. It could have been more likely associated to the then current separatist hate group 'within' the indian culture base, unless al faqra was as well associated with THAT group, which to my knowledge at that time they were not.

Law enforcement paid little enough attention, knew little enough about the people or their issues. The victims likely spoke up against members or friends or associates preaching and pressuing mandatory dissadence/conflict on these shores concerning issues ongoing in India-and were dispatched for possible knowledge of it's members.
