Altaf the terrorist of pakistan by GOVT support because what he and his gang MQM did on 12 may

so we call him terrorist ,why he is living in london if he speaks muhajir language ?

why he was collecting gonda tax from muhajirs ?

why was he involved in terrorist activities in late eighties and early nineties?

can any one answer this?
