Why it takes so long

What bothers me is that why does it take so long to remedy an obvious and simple legal situation (like denial of taxi service). Why should it take hundreds, if not thousands, of complaints before any official dares to take up the issue? The suspension of the taxi license and other licenses should be quick, if they don't obey the l;aw.
