What you propose is a good way to bring about changes in Islam. Unfortunately I don't believe radicals in Saudi Arabia and Pakistan would allow this to happen. To them Islam without jihad is not islam, and I fear the majority of muslims feel this way. To really reform islam muslims have to reject the whole idea of violent jihad, reject Muhammad's command to hate jews and Christians. If muslims are not willing to do that, than no serious change will happen in islam.
