"Correct me if I'm wrong, but isn't the Catholic Church a member of the World Council of Churches." you ask.

Okay, you're wrong.

The Roman Catholic Church is not a member of the World Council of Churches, nor has it ever applied for membership. There is nothing in the constitution of the WCC that prohibits the RCC from applying. The barrier is the RCC's self-understanding as the Church. The RCC represents a religious community far larger than the WCC. The RCC is the elephant--the WCC is the mouse, so to speak.
