"Muslims are permanently in Europe. The goal, in brief, must be to adopt policies that will help them fit in."

Doing this would precisely be doing what muslims ask: the society were they arrive and settle has to adapt to them but they will not adapt to the new country. This way, the host society will have to change its law and way of life, and this will go on because there will be no limit to their asking till a sharia-like system of law is in place. It is, in my view, a major mistake to try to find a fundamental difference between moderates and radicals. They pursue the same goal, just like moderate Hitler in 1933 seizing power legally after rejecting violent methods used by radical Hitler in 1923 in his Munich coup.
