Quranic dicta take precedence over infidels' dicta

I have always thought that a 99,8% Moslem country like Turkey follows rather the Quranic dicta than the infidels' dicta. Allah teaches his Turkish slaves (5.51) "O you who believe! Do not take the Jews and the Christians for friends; they are friends of each other; and whoever amongst you takes them for a friend, then surely he is one of them; surely Allah does not guide the unjust people".

However, when only Moslems are left as potential friends for Turkish slaves of Allah, the choice of friendship is further reduced by the most popular Turkish dictum "Türk'ün türk'ten başka dostu yoktur", i.e. "A Turk has no friend but a Turk".
