Preparing the ground for incident embarrassing to GOP and US?

I agree with earlier comments suggesting that the behavior of the Somali Muslim taxi-drivers at the Minneapolis-St Paul airport was/is probably instigated by the imam of a local mosque. But, does this disruption of public service have anything to do with upcoming GOP National Convention in St Paul? The convention will have national/international media coverage; it will start less than two years from now.
