My father was a taxi driver and never refused a customer. He was licensed to serve the public without discrimination. People who prefer other civil codes should not be granted a license and if they have one, and commit an infraction of their obligations under the licensing law (or the U.S. Constitution), their license should be canceled.

As I understand it, a fine may be imposed for such behavior when they have a valid license and violate its terms. Did the hijackers of the planes on 9/11 give a chance to their passengers to refuse to fly with them?
