Turkey is actually the "legacy state" of a once-great (Ottoman) empire.

Saudi Arabia, on the other hand, is a completely artificial state setup in the aftermath of WW1 when France and UK got spoils from the moribund Ottoman Empire. The divisions into current Muddle East boundaries occured partly due to a British civil servant named T.L. Lawrence, a near-predatory homosexual, being caught in a tryst and blackmailed; basically Lawrence gave away territories that had been won by Gen. Edmund Allenby to various Muslim Arabs who made demands.

To no surprise, the largest of these artificial states (Saudi Arabia, Kuwait, Jordan) turned out totally degenerate.
