The NGO network, one of your three priorities, has been fostered by the United Nations since the Soviet Union days. The US Government has long opposed a series of one-sided resolutions in every administration, but under Secretary of State Condi Rice we have gone one step further: asserting the logical step that Unitied Nations FUNDING of bureaucracies, conferences, publications, and networks all concentrated SOLELY on the plight of the Palestiniains is outmoded, inconsistent with the "peace process" and should be eliminated as part of UN Reform.

That is now the Bush Administration's policy; it should be endorsed by politicians of both political parties in our country. In order to carry it forward realistically, however, will require persuading a number of heads of state and prime ministers of General Assembly members. That's an interesting challenge. It can be done. But letter writing to the Secretary General of the United Nations won't do the trick, no matter how good one feels after signing a postcard or email to him (or how much it may add to fundraising by important Jewish organizations). The power of decision rests in the General Assembly where the Palestinian side needs a 2/3 vote (because it is a budgetary matter) to keep on funding efforts that have stimulated the NGO network.
