count number one: Jews do not kill innocent people just for the heck of it. It is simply not done.

count number two: Killing Arabs of town A does not bother town B.

On the other hand, loading the Hamula of the suicide killer and transferring them out of the Holy Land, that may give the future suicide bomber a pause.

Transfer is amuch better option than killing. Call it an Aliyah to Amman.
