Anything can be abused. This does not make that thing bad. It shows the intent of the person abusing it.
The Niqab and the burqa are cultural somethings and if it works for many, then so be it and let them do their thing and also make sure you ridicule those who abuse it. Parade them in the Niqab or Burqa and ridicule them publically and after that flog them publically so they don't forget. Because something is abused, doesn't make it bad. No one tells the Jews the sidelocks their enfolk have look funny. Its their cultural something so respect it.
