Rather than Istilaam - the linguistic meaning.

... it means RECEIVING and that is it and if you can read Arabic then in item two 1 it says

istilam risala tasalamaha akhadhaha bi al-yad or

The receiving istilam of a message that he received by hand

I do not see any thing Quranic or religious in this item
