..... except the rioters are Muslims.

This answers your sentence which says "The unrest is caused by hooligans who may or may not be Muslims" --- let me tell you, they are Muslims.

I live in Paris, France and I can tell you that all the people we saw are Muslims. They are referred to as "young rioters" but they are not all "young" unless 35/40 years old is called "young". This week front page magazines tell us "who the rioters really are" --- not the kids that they use because they know that French courts will never jail a minor, but "older" guys.
