A Bomb Factory, amidst a "spur of the moment" outburst?

Reports indicate this all began as a spontaneous 'acting out' after two teens, running from the police, hid in a power station of some kind and were electrocuted.

While the particular circumstance could not easily have been foreseen, the French authorities did find a bomb factory. That suggests preparation for the "spontaneous" outburst, and a patient readiness for whatever happenstance could be fueled and stoked.

Is anyone paying attention?
