It is my understanding that Azerbaijan has cordial relations with Israel, and that a third of Iran's people are Azeri. Meanwhile the Iranian Azeris are less than committed to the government of the Ayatollahs, and might become even more hostile if Iran's proxy struck at their ethnic kin.
