"...strike against Syria in order to cut off Hizbollah from aid guarantees an all-out war with that nation at the very least"

Because they are not able to fight an asymmetrical war against Israel, Syria would last 3 days, maybe 4.

"...would be terribly costly for the Israeli residents of the cities hit with WMD."

Nothing stopping that from happening through further economic pressures that can bring Syria's fragile economy to collapsing today. Israel could deal with it.

"...better the devil you know than the devils you don't know."

Best no devils at all, sir..

"Putting the squeeze on the Syrians will be up to the European powers..."

Militarily speaking, for the foreseeable future, Europe is neutered. Look how they reacted to the Balkans.

It's already atrophied to the point that Iran can prop it up with slush funds from their oil revenues.
