I'm not sure this would work

Deploying into bases along the border, I think, would still make us appear as "occupiers" to Iraqis. Deploying into bases would cut down on military deaths, but patrols would still be attacked, the bases would still be attacked, and Iraqi resentment of foreign forces would still mount.
