I believe it might be successful tactically, but I have grave doubts that it will do anything useful strategically. When Winston Churchill was ordered by the British Government in about 1920 to create Iraq he reported that it would not work as Sunnis, Shias and Kurds could never work together. History has proven him right,.Only a ruhless dictator could keep them together. (Think of Tito for example). They will never form a working democracy in my opinion,. so continuing to try is a waste of lives and resources.
