This is an excellent point. Coalition troops did provided an excellent opportunity for Iraq to become a civilizing force in their own country and in Middle East in general. But now that they have been given access to that water, only Iraqis themselves can decide whether or not they are willing to drink.

Coalition Troops cannot govern iraq. Only Iraqis can. Establishing bases outside of the urban centers will give the Islamists no reason to boast, but it will send a clear message to all Iraqis that terrorism is their problem to solve.
