The middle east is not stable, has never been stable, not is it expected to be stable, ever.
America has shot down a very dangerous individual tyrant. It is not in America's purview to create order where there is inherent mayhem. It is in America's purview to maintain interests and support allies. Noble intentions have led, are leading, and likely to keep on leading, to hell.

It is time for America to declare victory and move on to the next serious danger to interests and allies, and that is Iran. A Nuclear Iran is more dangerous than Saddam ever was. Iran is armed with the destructive ideology Saddam never possessed.
As for the Iraquis, let them deal with their own internal strifes, as they have ever done.
