Notice Absence of "Moderate Muslim" in the Reoprt

Among other things, what I find interesting in this report is the absence of the so widely used term now a days - "moderate Muslim" and its influence, if any, on the future actions of Muslims.

Is this just a coincidence or did the US intelligence community and politicians really understood Islam fairly well at that time? One can see how the emergence of this myth of moderate Muslim later has handicapped, or should I say handcuffed, the West in its dealings with Muslims.
