Everything you say is correct, but you leave out one important point: the unspoken threat by the legal and political wing of radical Islam that if they aren't given their way, violence from the terrorist side will follow.

Radical Islam is progressing via a see-saw strategy -- diplomacy and political action, followed by terrorism, and then more politics. This is repeated until the desired goals are attained.

For example, the Oslo 'peace' process -- had Arafat not overreached himself -- would have provided the Palestinians with gains (e.g., control of the Temple Mount) which could never have been gotten by terror-free negotiation.

The existence of a 'political' and 'military' wing gives organzations such as Hamas a useful cover, as well as providing a way to legitimize gains made by terror.

The threat of terrorism is what causes the West to take political radical Islam seriously.
