Are Mullahs and Imams turning a blind eye to evil?

I think now that most people understand that 99.9% of Muslims are completely against the violence perpetrated by fundamentalist believers. As teh Koran says, "the taking of one innocent life is like taking all of Mankind... and the saving of one life is like saving all of Mankind" - Holy Qur'an, 5:33. All Muslims are a peace loving people...except for a small minority. We must be respectful of Muslims and welcome them into our countries; mine in particular being Canada.

However, recently, I asked a Muslim friend WHY mullahs and imams and ordinary Muslims do not stand up and speak out against terrorist acts perpetrated by their fundamentalist, Muslim brothers. He answered, "Because they are fellow Muslims." This, I cannot understand at all. If my own mother committed a murder, i would turn her in to the police. To me and the rest of the non-Muslim world, there is right and there is wrong and judgement of these principles does not depend on WHO commits the crime. Can any Muslim explain this to me. It is a truly foreign concept and very disturbing. If a person turns a blind eye to evil, he is just as guilty and evil himself. This should be written in the Koran.
