Saudi Arabian gov't is (partly) based on Quran, but they don't have all that what you explained in your post. Matter of fact everyone wants to go there. They have one of the lowest rates in crime in the world.

Other Muslim countries whose system is NOT based on Quran, they are backward, angry, lawless and lifeless.
