Yes, He created everything on purpose and everything is serving His purpose knowingly and unknowingly. Satan is also playing its role in the purpose of God.

In Islam, anger is forbidden and man is only allowed to be angry for God not for his own self.

This is why, Prophet (sws) never took any personal revenge from any one but he always fought against the enemies of God.
