Muslim Political Figures who dont wear hijab

I also find it strange why all these western women wear hijab or scarf when they visit muslim countries. Bouthaina Shaban who is a special adviser to Bashar Assad does not wear hijab , she even traveled with Assad recently to meet with King Abdallah of Saudi Arabia without wearing a scarf or a hijab.
