Cair offshoot in Tulare County, California

Recently an offshoot of CAIR was identified in a Washington Post story, that dropped from sight. There apparently is an enclave in Tulare County, California called something like Basramallah, which harbors anti-American Islamists, as a non-profit org getting donations. Is there any further intelligence on this earlier report?
