Maybe they're making a statement

So what? These beauty contests are privately run affairs with highly subjective judging standards. Beauty standards are a form of fashion, and all fashion follows trends. So maybe the judges are inclined toward light brown women these days. They may also have been influenced by a desire to make a statement against the repression of women in certain Muslim cultures and against Muslim stereotypes in ours. In fact, I'm fairly sure of it. Good for them.
