Solution to Israeli-Palestinian conflict: 10-year escrow account

I propose the following solution to the Israeli-Palestinian conflict:

1. Israel prepares a title document to land equal to 100% of 1967 West Bank and Gaza -- it will include East Jerusalem, the minimal-possible exclusion of settlements, and to the extent practicable Arab villages in Israel along the West Bank border;

2. Israel states that title will transfer to a Palestinian government that unequivocally recognizes Israel's right to exist and proves for
10 years that it can police itself both as to violent speech and violent action;

3. Israel puts the title to the land in a UN escrow account, and the UN installs a huge public clock marking the installation date and
initiating a 10 year countdown -- and if a violent event occurs, it is marked and the clock restarts.

A live camera watches the clock, and doubtless will become a fixture in every news webpage in the world from then on.
