Do you really think the rest of the Muslim world is going to sign onto anything like this? I don't see the rest of the Arab world heaving a big sigh of relief over this solution. There have been much easier ways of accomplishing this agenda. The Arab trillionaires only have to stop arming terrorists, and then use money instead for humanitarian causes in Palestine. This latter state should have been a thrivng metrapolis a long time ago. That's not what Islam wants. Islam will not change its mind.

Islam dirties everything everywhere it goes, like for example, Lebanon a once free and independent Christian country that made the mistake of thinking the Muslims wanted to live side by side with them. If Israel compromises or signs treaties or gives away land, they will end up just like Lebanon - another terrorist state built over the tombs of peoples with far more integrity but a little less savvy.

What you propose just calls for terrorists to transport rocket sites to other more advantageous launching positions.
