Is there an exact overlap between Islamists and Jihadist sympathisers?

It's easier to justify ensuring that the proportion of Jihadist sympathisers amongst immigrants from Muslim countries will be negligible or close to zero. Few politicians would dare to claim there's no harm in allowing lots of Jihadist sympathisers to move to America.

That formulation is much more effective and self-explanatory and includes any who justify or cheer when cartoonists are murdered. If one cannot say with certainty that a would-be immigrant abhors Jihadist groups then said individual shouldn't be allowed to move to America. Nor can one let in Muslims who are on the fence about Jihadists and who'd argue that both sides have compelling arguments : )

Muslims who abhor those who blow up civilians while shouting Allahu Akbar are unlikely to be Islamists. The Muslim Brotherhood doesn't call for terrorist attacks in America but their support for various Jihadist groups is unmistakable.
