It is true that Muslims do not force anyone to accept Shariah. They offer them a choice of dying or to accept dhimmitude. If you become a dhimmi, you have to pay the jizya, a steep tax that helped fill Islamic coffers. And when the jizya collector comes around to collect the tax, he is ordered to hit you on the neck with a twig so you know who is boss.

The Islamic leaders liked the idea of getting their revenues from the Jews and Christians who were the so called People of the Book. They had accepted monotheism already. Those who were not monotheists did not get to make the choice of becoming dhimmis. Their choice was either accepting shariah or dying. But they were not forced to accept shariah.
