All MAGIC showed was legal spying by local consulates pre-war. Re-read MAGIC and You'll see that the Japanese were having immense trouble getting the network setup furthermore it relied on moving operations to Mexico after war broke out but of course Mexico nixed that by breaking off diplomatic relations with Japan the day after Pearl Harbor plus restricting the border crossing of Japanese pre-PH. Panama also cracked dwn heavily on Japanese located there ,it's right there in MAGIC> Now Germans were interned but only 11.000 out of 300,000 German Aliens & 2,000 out of 600,000 Italian Aliens were interned ,huge difference in degree.
