Dear Mr. Pipes: You are a genius --- but even geniuses make mistakes. Douglas MacArthur (not Eisenhower) said "In war, there is no substitute for victory."

Thank you for the compliment. As for the attribution, both generals apparently said this. I went with Eisenhower because he said it first.
