Your analysis and prescription are right on, even brilliant. As one who in 2003 saw the clear benefits of ridding the world of a ruthless Baathist regime armed to the teeth, but who in 2006 is increasingly uncomfortable with what appears to have become a misdirected and futile effort, your approach smacks of clear thinking and realism.

I'd only suggest further that your recommendations be coupled with efforts to free the Kurds and Shiites of the burden of the synthetic Iraqi state, and allow them to go their own way, with their resources their own. The Iraqi Sunnis would then finally be forced to make their living through their own efforts, and might find less time and energy available to make trouble in the region. Or their Sunni brothers in the Arab world could subsidize them if they wished, thus subtracting from the wealth currently used to support Jihadism worldwide.
