Advantages and drawbacks of Dr Pipes' suggestion

I have actually always seen in Dr Pipes a solution to the crisis in terms of the following:

1- Avoiding street fight and casualties related to guerilla like warfare.

2- Discrediting the theory that says US army feeds terrorism and creates sectarianism to remain in Iraq.

3- Giving Iraqis a sense of responsability and independence in dealing with their own problems instead of balming the fart on the air up on occupation
