I Think it was Einstein that said," Insanity is doing the same thing over and over and expecting different results". A major avenue to bring some stability to Iraq would be to split the country up into 3 Autonomous regions.A Kurdish Republic, ShiiteLand, and Sunniville. Give minorities in each republic re-location funds and a timeline of say , 1 year to relocate if they choose, to a safer region. Keep a small ( 10,000) amount of US troops in the Kurdish Republic to fight Terrorists, and Protect the kurds from the Arab majority.

Negotiate a peace treaty between Turkey and the Kurdish Republic, allow Kurdish Refugees from Turkey to resettle in the new Kurdish Republic. This will give Independence to all 3 groups and reduce violence and civil war. The oil revenues can be administered by NATO.
