I usually agree with mr Pipes, but this time, I believe him wrong. The absolute first priority of the president should be to restore the balance of the federal budget and diminish federal debt. Because without enough economic muscles, USA will lose influence in the world with increasing speed.

Next, the president should restore the balance of payments, so USA can pay back its foreign debts and become once more a source for financing the rest of the world. as it is now, China is taking over that role, and will therefore gradually become more and more influential.

Third, the president should act on somali piracy and piracy in other waters. First because it is a menace to world trade, and secondly, because no doubt much of the money is going to finance Al Quaida terrorism.

Fourth, he should use his powers to investigate how money for terrorism, drug crime and other illegal activities are channeled through the international financial system, and then use his inteligence resources to hunt down and kill all those financiers and middlemen, who are responsible for financing these activities and moving and whitewashing these resources.

As to Iran, it seems as if the regime is beginning to destabilise. So probably the best strategy would be support this proces through clandestine operations helping to increase already existing turmoil.
