You may define a "State" any way you want. One could also argue that it is not possible for Mu'slams to have any state , since they recognise only the "Umma", which is the prototype nonstate. There is also the notion of "Viability". Unfortunately there are no "Muslam" so called "States" which are worthy of the term "Viable". Without massive aid, repressive rulers, and severe repression all would implode. Self government, human rights, and rule of law is lost on Muslam countries. This is a result of the composite mythologies imposed or adopted by the Muslams themselves. This composition mythology, once internalized, animates adherents to act out the narrative which is, unfortunately, one of paranoia, and mass hysteria, and actual personality disorder. It is folly and dangerous to permit or grant "Statehood" to a mythology bent on destruction of others and governence by terror as we have seen in practically all so called "Muslam" occupied areas.
