HACK License?

Hey All,

I live in a rural area in the south and we have to drive ourselves everywhere since there are no other means of transportation. However, just what does HACK stand for with the cabbie's licenses? My elderly mother, who was watching a game show and the question was, who holds a HACK License? Mom turned to me and asked me since I hold a CDL. I told her I had no idea but I'd find out. Thanking you all in advance for all of your information and responses.
