Question of Hack license requirements

I would assume that Min/StPaul or the state involved issue licenses to operate a cab. Under what conditions are these licenses issued? If the licenses do not provide the cab operator with the latitude to refuse a passenger from religious or social preference grounds, then would it not be the proper solution to revoke the license of any operator that contravenes the conditions of the license?

The ability of any operator to decide who will be able to use cab transport except on the basis of personal safety has serious overtones particularly when the practice transcends inconvenience and creates a threat to the safety of a potential passenger,for example an injured person needing transport to a hospital but who is unacceptible to the driver for whatever reason.

I would appreciate comments on the license issue.
