What FDR recommended

In Chester Cooper's book, "The Lost Crusade: America in Vietnam" interesting details about what FDR wanted for Vietnam came to light.

Before WW2 came to an end, FDR concluded that life for the average Vietnamese was worse at that time, than when Vietnam became a French colony.

He recommended a panel of people familiar with the rule of law to run Vietnam as a trusteeship until the Vietnamese were ready to handle the reigns.

Alas, this was kept so quiet that Harry Truman had no inkling of this when he became President on the death of FDR that the road taken was the best one of the only ones he knew about.

So, I dare say the same paradigm be used in those countries which see citizens leave via the route of illegal immigration.
