What can be done?

For decades after the end of colonialism, European countries had a policy of supporting violent African dictators who ship their countries money and asset to european banks. Mobutu who ruled Zair(Congo) for decades is a prime example. Mobutu stole and transfered billions of dollars to Swiss banks. That money belonged to the people of the Congo not Mobutu. Unfortunately the Swiss bankers don't concern themselves with that.

The neo-liberal economic policies ruined Latin America and put Africa in an even worse shape than it was before. These policies did not improve infrastructure or create it where there was none. On the contrary, they created unemployment and worsen the infrastructure of these countries. As a result, Hispanics and Africans flee their homelands in surch of a better life in America and Europe.

What can be done? First of all the west has to keep its promise and annule the debt. Second, the west has to invest more in these countries which will in turn create more jobs. Third, the west has to help these countries achieve energy efficiency. Without electricity there can be no economic development. Therefore the west has to realize that it cannot monopolize nuclear energy.

The most important point: Africans and Hispanics have to do more to combat corruption in their countries. Countries like Nigeria and Mexico which are oil rich have no business being third world countries. Corruption is the cancer that's killing developing nations from within, if nothing is done about it these countries are finished.
