It is radio-active materials that pose the danger. Just small bits dropped in a water supply, in wheat fields or orchards, a tiny packet left on a train. The list is endless.It is highly unlikely that any nation would bother trying to build and defend a true nuclear bomb, but distributing radio-active materials is an extremely attractive alternative for terrorist activities.
