You ask the difference between Islamists, and moderates. The deafening silence over the atrocities committed by so called Islamists from the so called moderates, shows that there is little difference if any between them. No of course all Muslims are not extremists, of course not all espouse terrorism. The unwillingness to come out in the light of day, and condemn the actions of the Islamists, shows however the deep rooted antipathy towards the west, and our way of life.

There is of maturally another explanation, and an even more terrifying one. That 'moderate' Muslims are afraid to speak out for fear of reprisals, which in the case of Islam, means only one thing; death. Either way, there is no such thing as a moderate Muslim. Who either agree with, or is too terrified in a so called democracy to speak out. Instead, the blame is laid on the police, who invariably acted in a heavy handed/high handed manner, and got it wrong (with no regard to the religious sensitivities of those they arrest.) Sometimes it appears to have been a CIA/MOSSAD plot, and sometimes it seems to be a chimera, a figment of the imagination. According to the speakers on behalf of Islam, There are no extremists/Islamists. Bin laden is in reality, a heck of a nice guy, and anyway, fully justified in his (and others) atrocities.
